We have a fax service running on Windows Server 2012 Standard. This is running under the 'fax server' role.
The fax service is shared and I can browse to it through the network. When I try and connect to the fax from a domain user profile, I get the following message in the eventlog under Microsoft-Windows-PrintService/Admin

The print spooler failed to import the printer driver that was downloaded from \\Server\print$\x64\PCC\prnms002.inf_amd64_4570fb8a8701b66b.cab into the driver store for driver Microsoft Shared Fax Driver. Error code= 800f024b. This can occur if there is a problem with the driver or the digital signature of the driver.

I have tried the following
- Gave user admin rights
- Extacted the .cab file and copied the files locally into C:\Windows\System32\DriverStore\FileRepository
- Double checked group policy
- Disabled UAC
Strangely, if I log in as another user who previously had the fax connected, this works under their profile but if I create new domain user on the system, log onto the client machine as them, I cannot add the fax.
The other thing I have tried (which I am not sure if this is expected to work) is to add the driver manually. When I do this and browse to the extracted files from the .cab file, it shows the ini file but no drivers appear.
Any help would be appreciated as running out of ideas.
