Windows Server 2008 R2 print server permissions

I am working on a print server deployment - 2008R2 and delegating managment functions as part of the process.  I have the whole process scripted so it can be run against several servers.

The only thing I can't wrap up is how to set the "print server properties" using a command.  I want to add security groups to the security tab that way when new printers are added it will pick up the security settings when it's installed.  Not the security settings for individual printers, but rather the print server > properties > security.

In reading that post it was mentioned that the latest version of setprinter.exe will do this, is that correct?  If so, is there a way i can get this tool?
