Print Spooler is taking long time to bring Online

We are facing issue with Print Spooler service in Win 2008 R2 Cluster.

Infrastructure – Win 2008 R2 Print Cluster, 2 nodes with node and disk majority, 1600 print queues.

Issue details -

When we do failover all Print  related resources start moving and it is coming online on time but only "Print Spooler" resource is take long time and this time is not constant, sometime it takes 2 min or sometime 23 min.

Every time it is taking long time when we do failover/failback.

Action taken –

1. First we have locked a case with Microsoft and still team is working on this issue. No solution found yet.

2. With MS team we had tried without 3rd party service.

3. Printer drivers changed to Generic text only from HP UPD v5.2.

I have some queries related to this issue –

# What is the standard configuration for Windows 2008 R2  Print Cluster.

                e.g. – Max. Printer queue, Driver type, etc.

# Ideally how much time resources taking to bring online on another node.

# Resources will take long time to bring online if we do failover/failback immediately or within 5 min?

Scenario- Moving resources (Service or Application) between the nodes using “Failover Cluster Manager”.  

# Delay required between failover and failback?

Could you please help me in this or any workaround to check.
